The Meeting Comprised the following points with its agenda: 1. Amendment and adoption of the texts, the statutes and the rules of procedure; 2. Development and adoption of the action plan; 3. Election of the members Executive committee; 4. Others. By taking the first word, the president of the Steering Committee which chaired the general assembly first of all welcomed all the participants before presenting the points registered to them on the agenda which have! summer thereafter amended and adopted by the general assembly. 1. Amendment of the texts, statutes and rules of procedure. The texts proposed by the Steering Committee were amended and adopted after being traversed as well in the form as in the content. 2. Development and adoption of the action plan. The same one, this document was worked out and proposed by the Steering Committee. It was amended and adopted by the general assembly. 3. Elections of the Executive committee After resignation of the members of the Steering Committee, an office of meeting was set up. It is made up as follows: President: Mr Harouna Boubacar 1st Rapporteur: Ali Moussa 2è Rapporteur: Miss Ramatou Issa After the installation of the office of meeting, one passed to the elections of the Executive committee. Several candidates presented themselves at the various stations of the Executive committee; following these elections the following comrades were elected members of the executive committee of ONG OLPT: President : MAHAMADOU MOURTALA! OTHERS The General meeting recommended to the Executive committee to work out an estimate of installation of the seat of ONG and to mature the reflexions on the future projects. TITRATE I: Creation Article 1: It east creates in Republic of Niger, an organization nongovernmental, apolitical, with nonlucrative goal and nondenominational, called Organisation For the Preventive Fight against Terrorism (OLPT). Article 2: The currency is: Peace - Safety - Unit. Article 3: The seat of ONG is in Niamey (Republic of Niger). Any time, it can be transferred in any other place from the own territory by decision from the General meeting. CONTAIN II: Goals and Guiding principles Chapter I: Goals Article 4: The OLPT proposes: · To wake up the conscience of the population native of Niger vis-a-vis to the dangers which terrorism in the world represents; · &! nbsp; To sensitize and educate the agents of safety and the frontier control on the need for fighting effectively against terrorism; · To promote the cultural values of our country by increasing the related virtues y in particular solidarity, mutual aid, hospitality, the tolerance and also values universal; · To develop strategies of fight against poverty, the famine in order to record the standard of living of the populations natives of Niger; · To carry out a plea for the unification of the world from the economic and social point of view in this hour of universalization. · To fight at the sides of the organizations progressists and the popular masses! for the combat against terrorism; · To fight racism, the ethnocentrism on all its forms; · To prevent the problems of a religious nature; · To establish and maintain the close connections of co-operation with African organizations youth and those of the world in general. Chapter II: Guiding principles Article 5: The hot line of the OLPT is of: - "to fight effectively against the expansion of international terrorism in Africa and in Niger in particular"; - To prevent and fight against any form of infringement of the humans right ". CONTAIN III: Fields of Interventions Article 6: Within the framework of the setting in?uvre of its action plan, the OLPT will utilize the duty with the high political and diplomatic authorities for: - On the political level, To plead near the African leaders for a better mobilization in the preventive fight against for the third time! rorism on the one hand and for a sensitizing of their counterparts of the African countries on the other hand. - In the Economic and Social plan, to act with with dimensions of the population for the installation of a preventive process of fight against terrorism; In the economic plan: to work for the creation of the conditions of a durable development by the reinforcement of safety and stability in our country, but more especially by the reinforcement of the North-South co-operation within the framework of the reduction of the poverty and the promotion of food safety. CONTAIN IV: Resources Article 7: The resources of the OLPT come from the following sources: · expenses of adhesion; · obligatory contributions of the members, the subscriptions of the members of honors; · receipts of the cultural, sporting events and various activities; · Subventions which could be granted to him; · Gifts and legacy. TITRATE V: Organization of the Administration and Operation Chapter 1: The authorities Article 8: The authorities of the OLPT are: 1. The ordinary General meeting 2. the extraordinary General meeting 3. the Advisory Council · the ordinary general assembly which is held annually, however in the event of need the Executive committee can convene an extraordinary session · the advisory council (DC) which is held each month between the Executive committee and the Committees. Chapter 2: The bodies Article 9: The bodies of the OLPT are: - The Executive committee, - committees of actions - the Audit Office. Article 10:Le Executive committee is the body directing and moral of ONG, it is composed of nine (9) members left again as follows: - President - Vice President - Secretary-general - Associated Secretary-general - Secretary In charge of the Foreign Relations - Secretary charged with the organization - Secretary charged with Press - General Treasurer - Associated General Treasurer Article 11: Audit Office - Two Auditors are elected out of the Executive committee; they are charged to control the financial and material regularity of the OLPT near the general treasurer. Article 12: Committees Of actions, Sections And Sub-sections. Administration and the operation of the sections, under - sections are ensured by their committees of actions; the structure of the committee of actions is identical to that of the Executive committee. Chapter 3: Committees Article 13: In the achievement of its multiple tasks, the Executive committee is advised and shouldered by Committees, which are: · Commission of the educational businesses, in charge of the training of the members · Commission of the foreign relations, charged to index all the national and international organizations working towards the same ends as the OLPT in order to tie profitable and durable mutual relations. · Commission with the cultural affairs: it is subdivided in two pennies independent commissions. The first is occupied of the cultural activities, the second of the sports activities. · Commission of the social and humane affairs, charged to intervene with the pro! made Natives of Niger in difficulty. · Commission of press: responsible for the development, the edition and the popularization of the bodies of information (Newspaper etc.....) · Commission with the organization charged with the technical and material organization of the activities of the OLPT (conferences spectacles, demonstrations). CONTAIN VI: Elections Article 14: The Executive committee is elected for two years by the elected delegates brought together in general assembly of the OLPT Article 15: the candidates are introduced and sponsored by the participating sections with the General meeting. Is declared elected the candidate who adds up the majority of voice to the first turn. In the event of equality of voice, it is organized a second turn; Article 16: The committees of actions of the sections and sub-sections are elected under the same conditions as the Executive committee. CONTAIN VII: Sanctions In the event of violation of the fundamental texts and financial embezzlements of the sanctions are envisaged, active blame with exclusion. CONTAIN VIII: Transitional provisions and Final Arti! cle 17: the rules of procedure will fix in the details the operation of the OLPT. Article 18: Any draft amendment of these statutes must be the subject of a prior examination by the Générale assembly of the OLPT. Article 19: The perhaps dissolved OLPT only by the general assembly gathering at least three quart(¾) sections. Article 20: In the event of dissolution, the funds and the goods of the OLPT are bequeathed to another organization prosecuting of the similar goals. Article 21: Moreover, the State can dissolve the organization according to laws' in strengths of the Republic. RULES OF PROCEDURE This rules of procedure supplement the statutes and govern the correct operation of OLPT.En case of contradiction with the statutes in fact the provisions of the latter prevail. TITRATE I: Adhesion Article 1: Is member of the OLPT any Native of Niger enjoying his civic rights and moral having adhered to the statutes of the OLPT. CONTAIN II: Rights and duties of the members Chapter I: Rights Article 2: All the members of the OLPT have the same rights: 1. To elect and elected with the bodies of the OLPT in accordance with the statutes; 2. To be informed of the activities of the organization. 3. To deliver its opinion on all the questions engaging the life of the OLPT. Chapter II: Duties of the members Article 3: It is a duty for any member of the ONG of: 1. To defend the hot line which is the preventive fight against terrorism in all its forms; 2. To look further into its knowledge on Niger for a better control of its realities; 3. To have its chart of member; 4. To discharge its contributions regularly; 5. To respect all the resolutions and recommendations of the authorities of the OLPT; 6. To banish the ethnocentrism, the régionalism! E and intolerance in all its forms; 7. To abstain from undertaking any partisane activity within the OLPT. CONTAIN III: Expenses of adhesion and contributions of the members Article 4 fresh:Les of adhesion are fixed at 1500F and make it possible to have access to the chart of me! mbre. The amount of the contributions is fixed at ten thousand franks 000 F) per annum payable running first half of the year of the current year. Article 5: The amount of the contributions of the members of honor is left with their appreciation. CONTAIN IV: operation of the organization Chapter I: The assembléé general one of ONG Article 6: the General meeting is the first authority of the OLPT, it takes place itself annually. She is the supreme body of the OLPT. She is made up of the whole of the members and is chaired by the President of the Executive committee. The general assembly: - the general policy of the OLPT defines, - Works out, amends and adopts the statutes and rules of procedure, - the work programme Adopts, - meets every year in ordinary session, - Adopts the moral and financial report/ratio, - It can meet in extraordinary session according to needs' and conformity with the rules of procedure, - comes to a conclusion about the requests for adhesion, exclusion and sanction. All the decisions of AG are made in the majority simple of the voices of the members voters, except those which relate to the modification of! texts, the dissolution of the OLPT or another sanctions for which the majority of two thirds is necessary. Article 7: The topic of the general assembly is chosen by the Executive committee in agreement with the sections. Artic! 8: can take share at the general assembly of the OLPT: The Executive committee. Committees at a rate of two people per commission. Auditors. Committees of actions at a rate of three delegated per section. The members honors. Article 9: The general assembly proceeds to the installation of a table of meeting before the opening of the debates on the management reports presented by the Executive committee. Article 10: At the time of bases, the general assembly can deliberate only in the presence of 2/3 on the sections. Article 11: Only the general assembly defines the political line of the OLPT and the main trends of her activities for the two years to come. Article 12: the General meeting deliberates on the questions of a general nature related to the life on ONG, the international topicality in general and of Africa in particular. TITRATE V: Bodies and Elections Chapter 1: Bodies Article 13: The Bodies of the OLPT are: 1. The Executive committee (BE) Committees of Actions of the sections and the sub-sections (CA) the Audit Office (DC). Article 14: The Executive committee represents ONG on the political and legal level. - the Executive committee is elected by AG, - It is the body of direction and animation of the OLPT, - It is charged to carry out the decisions of the general assembly, - He wants with the good walk of the OLPT, - IT manages human, material and financial resources of the OLPT, - It meets once per month at an ordinary sitting. Where necessary extraordinary meetings can be convened. - It works out the work programmes, - It is elected for two years renewable only once. The members of the Executive committee are responsible in front of AG. Article 15: The Executive committee is composed of nine members left again as follows: - the President: who directs the meetings of the Executive committee, takes care of the execution of all the decisions and recommendations of the authorities, it Co-sign the cheques with Trésorière. - Vice President:Il assists the president and replaces it in the event of preventions with the same prerogatives; - the Secretary-general: he takes care of the internal organization of ONG, coordinates the activities of the sections, He keeps the files and holds up to date the book of the verbal lawsuits, - Associated Secretary-general: responsible for the political and educational training of the members, and the Secretary-general replaces in the event of preventions with the same prerogatives. - Secretary with the foreign relations: it is charged to index and tie relations profitable and durable with organizations progressists main roads and international working towards the same ends as ONG. He is also in charge of the social relations, - Secretary with the organization:Il is charged with the technical and material organization activities of the OLPT, - Secretary with the press: he is charged with the bodies of information (Magazine, bulletin, newspaper). He is in charge of the management of the library and the documentation of the OLPT, - general Treasurer: he is in charge of and the financial inheritance stock management of ONG. Any expenditure must be signed by the President and be contresigned by the general Treasurer and a founder member, any receipt must be the subject of a recording in the book of the accounts of the OLPT, - Treasurer General associated:Il assists the treasurer and replaces it in the event of prevention with the same prerogatives, - two auditors: they are charged to control the financial and material regularity of the OLPT auprès! of the general Treasurer. Context and Justification Niger country sahélien and wedged has a population of 12.000.000 inhabitants of which 99% are Moslem. These populations live under very precarious conditions and rather often in a state of extreme poverty. The major part of this population lives in rural medium where the crucial problems of malnutrition, illiteracy, lack of care of health represent a pressing threat for their existence. The difficult conditions of existence and the ignorance of this population make that it is easily recoverable by new doctrines. This made of Niger a country at the risk of terrorist, potential infiltration. Years 2000 were pilot vertiginous rise of the international terrorism which is and remains still an alarming subject for the world in general, because no nation is not saved. Under the terms of all that precedes and being: ! - Convinced that terrorism constitutes a serious violation of the humans right, in particular the right to the life, freedom, safety and obstacle the liberty of action of the institutions, as well as the economic and social development through the destabilization of the states - also Convinced that terrorism could not be justified to in no case and that, consequently, it is advisable to fight it in all its forms and demonstrations without regard with its acts, means and practical nor at its origin, its causes and its objectives, including the acts made by the states in a direct or indirect way. Taking into consideration all that precedes, it is decided to create in Republic of Niger an ONG called (OLPT) in charge of the preventive fight against terrorism. II STRATEGIES AND FIELDS Of INTERVENTIONS The preventive fight against terrorism passes initially by a better knowledge of the terrorist networks, their operating mode, but more especially their movements geographical and their strategies of attacks. To arrive to this goal the OLPT will be harnessed to create and develop a system: 1) Of exchange of information: to establish an effective co-operation with the other International organizations continuing of the similar goals and to thus benefit from their expertise. 2) Of sensitizing, of education and training: to sensitize the citizens of the need for fighting terrorism in all its forms in particular through guarantees and incentives which encourage the populations to give information on the terrorist acts and different which can help to discover such acts and to stop their authors. 3) Organization of the conferences, workshops, seminars and conferences: - to ensure the formation of the agents of control and monitoring of the borders and the terrestrial and air points of passage in seen to prevent any infiltration; - To sensitize and form the agents of safety of the diplomatic missions, consular and of the regional and international organizations accredited in Niger; - To reinforce the media activities and to use all the means of information available to face the wild countryside directed against Islam and to prove that Islamism is different from terrorism by projecting the authentic image of Islam and by denouncing the drawing of the terrorist groups by showing the danger which they represent for the safety and the stability of the states. 4) social Assistance: To help most stripped the fringes population through the reinforcement of the generating economic activities of the incomes; · To strengthen the North-South co-operation within the framework of promotion of food safety and the reduction of poverty · Support to the educational sector and with a better sensitizing of the pupils and students on the danger of terrorism.

Chapter II: Guiding principles Article 5: The hot line of the OLPT is of: - "to fight effectively against the expansion of international terrorism in Africa and in Niger in particular"; - To prevent and fight against any form of infringement of the humans right ". CONTAIN III: Fields of Interventions Article 6: Within the framework of the setting in?uvre of its action plan, the OLPT will utilize the duty with the high political and diplomatic authorities for: - On the political level, To plead near the African leaders for a better mobilization in the preventive fight against for the third time! rorism on the one hand and for a sensitizing of their counterparts of the African countries on the other hand. - In the Economic and Social plan, to act with with dimensions of the population for the installation of a preventive process of fight against terrorism; In the economic plan: to work for the creation of the conditions of a durable development by the reinforcement of safety and stability in our country, but more especially by the reinforcement of the North-South co-operation within the framework of the reduction of the poverty and the promotion of food safety. CONTAIN IV: Resources Article 7: The resources of the OLPT come from the following sources: · expenses of adhesion; · obligatory contributions of the members, the subscriptions of the members of honors; · receipts of the cultural, sporting events and various activities; · Subventions which could be granted to him; · Gifts and legacy. TITRATE V: Organization of the Administration and Operation Chapter 1: The authorities Article 8: The authorities of the OLPT are: 1. The ordinary General meeting 2. the extraordinary General meeting 3. the Advisory Council · the ordinary general assembly which is held annually, however in the event of need the Executive committee can convene an extraordinary session · the advisory council (DC) which is held each month between the Executive committee and the Committees. Chapter 2: The bodies Article 9: The bodies of the OLPT are: - The Executive committee, - committees of actions - the Audit Office. Article 10:Le Executive committee is the body directing and moral of ONG, it is composed of nine (9) members left again as follows: - President - Vice President - Secretary-general - Associated Secretary-general - Secretary In charge of the Foreign Relations - Secretary charged with the organization - Secretary charged with Press - General Treasurer - Associated General Treasurer Article 11: Audit Office - Two Auditors are elected out of the Executive committee; they are charged to control the financial and material regularity of the OLPT near the general treasurer. Article 12: Committees Of actions, Sections And Sub-sections. Administration and the operation of the sections, under - sections are ensured by their committees of actions; the structure of the committee of actions is identical to that of the Executive committee. Chapter 3: Committees Article 13: In the achievement of its multiple tasks, the Executive committee is advised and shouldered by Committees, which are: · Commission of the educational businesses, in charge of the training of the members · Commission of the foreign relations, charged to index all the national and international organizations working towards the same ends as the OLPT in order to tie profitable and durable mutual relations. · Commission with the cultural affairs: it is subdivided in two pennies independent commissions. The first is occupied of the cultural activities, the second of the sports activities. · Commission of the social and humane affairs, charged to intervene with the pro! made Natives of Niger in difficulty. · Commission of press: responsible for the development, the edition and the popularization of the bodies of information (Newspaper etc.....) · Commission with the organization charged with the technical and material organization of the activities of the OLPT (conferences spectacles, demonstrations). CONTAIN VI: Elections Article 14: The Executive committee is elected for two years by the elected delegates brought together in general assembly of the OLPT Article 15: the candidates are introduced and sponsored by the participating sections with the General meeting. Is declared elected the candidate who adds up the majority of voice to the first turn. In the event of equality of voice, it is organized a second turn; Article 16: The committees of actions of the sections and sub-sections are elected under the same conditions as the Executive committee. CONTAIN VII: Sanctions In the event of violation of the fundamental texts and financial embezzlements of the sanctions are envisaged, active blame with exclusion. CONTAIN VIII: Transitional provisions and Final Arti! cle 17: the rules of procedure will fix in the details the operation of the OLPT. Article 18: Any draft amendment of these statutes must be the subject of a prior examination by the Générale assembly of the OLPT. Article 19: The perhaps dissolved OLPT only by the general assembly gathering at least three quart(¾) sections. RULES OF PROCEDURE This rules of procedure supplement the statutes and govern the correct operation of OLPT.En case of contradiction with the statutes in fact the provisions of the latter prevail. TITRATE I: Adhesion Article 1: Is member of the OLPT any Native of Niger enjoying his civic rights and moral having adhered to the statutes of the OLPT. CONTAIN II: Rights and duties of the members Chapter I: Rights Article 2: All the members of the OLPT have the same rights: 1. To elect and elected with the bodies of the OLPT in accordance with the statutes; 2. To be informed of the activities of the organization. 3. To deliver its opinion on all the questions engaging the life of the OLPT. Chapter II: Duties of the members Article 3: It is a duty for any member of the ONG of: 1. To defend the hot line which is the preventive fight against terrorism in all its forms; 2. To look further into its knowledge on Niger for a better control of its realities; 3. To have its chart of member; 4. To discharge its contributions regularly; 5. To respect all the resolutions and recommendations of the authorities of the OLPT; 6. To banish the ethnocentrism, the régionalism! E and intolerance in all its forms; 7. To abstain from undertaking any partisane activity within the OLPT. CONTAIN III: Expenses of adhesion and contributions of the members Article 4 fresh:Les of adhesion are fixed at 1500F and make it possible to have access to the chart of me! mbre. Article 5: The amount of the contributions of the members of honor is left with their appreciation. CONTAIN IV: operation of the organization Chapter I: The assembléé general one of ONG Article 6: the General meeting is the first authority of the OLPT, it takes place itself annually. She is the supreme body of the OLPT. She is made up of the whole of the members and is chaired by the President of the Executive committee. The general assembly: - the general policy of the OLPT defines, - Works out, amends and adopts the statutes and rules of procedure, - the work programme Adopts, - meets every year in ordinary session, - Adopts the moral and financial report/ratio, - It can meet in extraordinary session according to needs' and conformity with the rules of procedure, - comes to a conclusion about the requests for adhesion, exclusion and sanction. All the decisions of AG are made in the majority simple of the voices of the members voters, except those which relate to the modification of! texts, the dissolution of the OLPT or another sanctions for which the majority of two thirds is necessary. Article 7: The topic of the general assembly is chosen by the Executive committee in agreement with the sections. Artic! 8: can take share at the general assembly of the OLPT: The Executive committee. Committees at a rate of two people per commission. Auditors. Committees of actions at a rate of three delegated per section. The members honors. Article 9: The general assembly proceeds to the installation of a table of meeting before the opening of the debates on the management reports presented by the Executive committee. Article 10: At the time of bases, the general assembly can deliberate only in the presence of 2/3 on the sections. Article 11: Only the general assembly defines the political line of the OLPT and the main trends of her activities for the two years to come. Article 12: the General meeting deliberates on the questions of a general nature related to the life on ONG, the international topicality in general and of Africa in particular. TITRATE V: Bodies and Elections Chapter 1: Bodies Article 13: The Bodies of the OLPT are: 1. The Executive committee (BE) Committees of Actions of the sections and the sub-sections (CA) the Audit Office (DC). Article 14: The Executive committee represents ONG on the political and legal level. - the Executive committee is elected by AG, - It is the body of direction and animation of the OLPT, - It is charged to carry out the decisions of the general assembly, - He wants with the good walk of the OLPT, - IT manages human, material and financial resources of the OLPT, - It meets once per month at an ordinary sitting. Where necessary extraordinary meetings can be convened. - It works out the work programmes, - It is elected for two years renewable only once. The members of the Executive committee are responsible in front of AG. Article 15: The Executive committee is composed of nine members left again as follows: - the President: who directs the meetings of the Executive committee, takes care of the execution of all the decisions and recommendations of the authorities, it Co-sign the cheques with Trésorière. - Vice President:Il assists the president and replaces it in the event of preventions with the same prerogatives; - the Secretary-general: he takes care of the internal organization of ONG, coordinates the activities of the sections, He keeps the files and holds up to date the book of the verbal lawsuits, - Associated Secretary-general: responsible for the political and educational training of the members, and the Secretary-general replaces in the event of preventions with the same prerogatives. - Secretary with the foreign relations: it is charged to index and tie relations profitable and durable with organizations progressists main roads and international working towards the same ends as ONG. He is also in charge of the social relations, - Secretary with the organization:Il is charged with the technical and material organization activities of the OLPT, - Secretary with the press: he is charged with the bodies of information (Magazine, bulletin, newspaper). He is in charge of the management of the library and the documentation of the OLPT, - general Treasurer: he is in charge of and the financial inheritance stock management of ONG. Any expenditure must be signed by the President and be contresigned by the general Treasurer and a founder member, any receipt must be the subject of a recording in the book of the accounts of the OLPT, - Treasurer General associated:Il assists the treasurer and replaces it in the event of prevention with the same prerogatives, - two auditors: they are charged to control the financial and material regularity of the OLPT auprès! of the general Treasurer. Article 16: Administration and the operation of the sections, under - sections are ensured by their committees of actions;la structure of the committee of actions is identical to that of the Executive committee. Article 17:Le Audit Office (DC) is charged to control constantly the accounts of the organization and to be ensured of the regularity with the financial year of the Executive committee. Chapter 2: Elections Article 18: Can be eligible within the bodies of the OLPT, any militant meet the following conditions: Moral integrity. Devotion to the cause of the OLPT. Permanent availability. Scrupulous observation of the provisions registered in chapter 2 (two) of the rules of procedure. CHAPTER 3: Committees Article 20: The Committees play the part of advisory structure and assistance at the Executive committee in the achievement of its tasks. Article 21: Various Committees: 1. Article 24: The members of the committees of actions of under sections are responsible in front of the basic members. Chapter 2: Sanctions Article 25: In the event of nonrespect or of violation of the provisions contained in the statutes and rules of procedure, of the sanctions active of the warning to the blame can be pronounced according to case's by the general assemblies and the general assembly of the OLPT. Article 26: In the event of serious fault (diversion of goals and guiding principles of the OLPT, financial or different embezzlements). CONTAIN VII: Final provisions Article 28: This rules of procedure can be modified only by the sections joined together in general assembly after two years of application. ACTION PLAN I. Context and Justification Niger country sahélien and wedged has a population of 12.000.000 inhabitants of which 99% are Moslem. These populations live under very precarious conditions and rather often in a state of extreme poverty. The major part of this population lives in rural medium where the crucial problems of malnutrition, illiteracy, lack of care of health represent a pressing threat for their existence. The difficult conditions of existence and the ignorance of this population make that it is easily recoverable by new doctrines. This made of Niger a country at the risk of terrorist, potential infiltration. Years 2000 were pilot vertiginous rise of the international terrorism which is and remains still an alarming subject for the world in general, because no nation is not saved. Under the terms of all that precedes and being: ! - Convinced that terrorism constitutes a serious violation of the humans right, in particular the right to the life, freedom, safety and obstacle the liberty of action of the institutions, as well as the economic and social development through the destabilization of the states - also Convinced that terrorism could not be justified to in no case and that, consequently, it is advisable to fight it in all its forms and demonstrations without regard with its acts, means and practical nor at its origin, its causes and its objectives, including the acts made by the states in a direct or indirect way. Taking into consideration all that precedes, it is decided to create in Republic of Niger an ONG called (OLPT) in charge of the preventive fight against terrorism. II STRATEGIES AND FIELDS Of INTERVENTIONS The preventive fight against terrorism passes initially by a better knowledge of the terrorist networks, their operating mode, but more especially their movements geographical and their strategies of attacks. To arrive to this goal the OLPT will be harnessed to create and develop a system: 1) Of exchange of information: to establish an effective co-operation with the other International organizations continuing of the similar goals and to thus benefit from their expertise. 2) Of sensitizing, of education and training: to sensitize the citizens of the need for fighting terrorism in all its forms in particular through guarantees and incentives which encourage the populations to give information on the terrorist acts and different which can help to discover such acts and to stop their authors. 3) Organization of the conferences, workshops, seminars and conferences: - to ensure the formation of the agents of control and monitoring of the borders and the terrestrial and air points of passage in seen to prevent any infiltration; - To sensitize and form the agents of safety of the diplomatic missions, consular and of the regional and international organizations accredited in Niger; - To reinforce the media activities and to use all the means of information available to face the wild countryside directed against Islam and to prove that Islamism is different from terrorism by projecting the authentic image of Islam and by denouncing the drawing of the terrorist groups by showing the danger which they represent for the safety and the stability of the states. 4) social Assistance: To help most stripped the fringes population through the reinforcement of the generating economic activities of the incomes; · To strengthen the North-South co-operation within the framework of promotion of food safety and the reduction of poverty · Support to the educational sector and with a better sensitizing of the pupils and students on the danger of terrorism.
